Pope received a direct card against Liverpool on Saturday.
The England goalkeeper was sacked for touching the ball outside the area while being pressured by Mohamed Salah.
Newcastle’s third goalkeeper Loris Karius is now in line to make his first senior appearance in two years at Wembley.
Manager Eddie Howe brought in second keeper Martin Dubravka to replace Pope.
But Dubravka is not qualified for the Carabao Cup final because he played two matches in the previous rounds of the competition while on loan at United.
